Tesla executives have ceased communication with Indian authorities following the postponement of Elon Musk’s visit to India in April this year, leading to speculation about the company’s investment plans in the country. Sources cited by Bloomberg indicate that Indian officials believe Tesla is facing capital issues and is unlikely to commit fresh investments in India anytime soon.

In April, Musk announced the delay of his India trip, during which he was expected to unveil Tesla’s plans to enter the Indian market. The postponement has been followed by a noticeable silence from Tesla’s team, further suggesting that the EV giant may have shelved its plans to establish a manufacturing plant in India. 

Indian authorities had hoped for significant investment from Tesla, but the company’s recent actions suggest otherwise. The Centre is now looking towards domestic automotive giants like Tata Motors and Mahindra & Mahindra to drive the country’s EV production forward. Despite this setback, Indian officials have stated that Tesla would still be “welcome” to benefit from the new import tax policy if it decides to renew its plans for a manufacturing unit in the future.

The situation adds to the complexity following Musk’s visit to China shortly after canceling his India trip, raising questions about Tesla’s strategic priorities. This waning interest comes after a year of intensive negotiations, where there were reports of Tesla considering a $2 billion investment to set up a factory in India for low-cost electric cars priced under INR 20 Lakh. 

Ahead of Musk’s visit, the Indian government had introduced a new EV policy, offering reduced import taxes to foreign carmakers willing to invest at least $500 million (INR 4,150 crore) and establish a manufacturing plant within three years. However, these incentives appear insufficient to attract Tesla, as reports suggested the company might prefer using its existing factories to produce affordable vehicles rather than building new facilities in India.

This development occurs amid a surge in EV adoption in India, primarily driven by the sale of electric two-wheelers and three-wheelers. EV car sales in the country increased by 21% year-on-year to 40,663 units in the first half of 2024. Despite this growth, EVs still represent only a small fraction of the total car sales, highlighting significant potential for expansion. Legacy players like Tata and Mahindra are capitalizing on this opportunity by launching new EV-focused models.
